Various of Paramilitary soldiers standing guard in Lal Chowk area after Indian authorities imposed an un-declared curfew STORYLINE Thousands of armed government troops and police patrolled the streets and secured polling stations as the second phase of state elections in Indian-controlled Kashmir opened on Sunday. The elections come after some of the largest protests against Indian rule in the country's only Muslim majority state and a tough crackdown on separatist leaders who oppose the polls. Voter turnout was slow early Sunday amid chilly weather conditions and boycott calls by Muslim separatists, said a local police officer. The separatists say the local polls will only entrench New Delhi's hold on the restive region. A voter however said an election boycott wold not solve any of the issues, and expressed hope the elected government would mediate between India and Pakistan. The elections to the state legislature started on November 17 and are to be held in seven phases through December 24 in a staggered process that allows the government to deploy thousands of government forces in each area in an attempt to prevent a repeat of violence during elections in 2002 in which dozens died. Sunday's voting comes amid heightened tensions after two Muslim protesters including a teenage student were killed and another critically wounded when government forces opened fire at an anti-election protest in Baramulla, a town 35 miles (55 kilometres) west of Srinagar. More than 30 leaders who called for a boycott of the polls have been detained in recent days under a law that allows police to hold people for up to two years without trial. Anti-India sentiment runs deep in Kashmir, where most people favour independence from India or a merger with Pakistan. The region is divided between the two countries and both claim it in its entirety. Militant separatist groups have been fighting since 1989 to end Indian rule. The uprising and a subsequent Indian crackdown have killed about 68,000 people, most of them civilians. Dressed in black, 56-year-old Mehbooba took the oath of office and secrecy in Urdu followed by BJP's Nirmal Singh, who will again be the Deputy Chief Minister in the new PDP-BJP government formed three months after the state was put under Governor's rule following the demise of her father Mufti Mohammad Sayeed. Governor N N Vohra also administered the oath to 21 other Ministers. BJP's share increased this time in the Cabinet from six to eight berths and three Ministers of State (MoS) while PDP has nine Cabinet Ministers instead of 11 last time. Mehbooba's party has got three MoS berths, same as the last time. In the last government, BJP had a total of 11 ministers -- six in Cabinet, three MoS and two with independent charge. Sajjad Gani Lone, son of late separatist leader Abdul Gani Lone, remained in the Cabinet in the BJP quota. PDP has dropped Altaf Bukhari and Javed Mustafa from the ministry.Former Chief Ministers Farooq Abdullah and his son Omar, Union Ministers Venkaiah Naidu and Jitendra Singh were among the host of VIPs present at the function held at Raj Bhavan. However, PDP MP Tariq Hamid Karra and Congress boycotted the ceremony. BJP promoted Chering Dorje and Abdul Gani Kohli as Cabinet ministers. They were Ministers of State with independent charge in the Sayeed-led government. The saffron party has Prakash Kumar and Shyam Lal Chowdhury among the new faces in the cabinet. BJP leader Sukhnandan was dropped from the list of Ministers besides Minister of State Pawan Gupta, an independent MLA from Udhampur, who has been replaced by Ajay Nanda.

More than 380 local bodies spread across 13 districts went to polls in the second phase of the urban local bodies’ elections in Jammu and Kashmir today amid a shutdown called by the separatists in the poll-bound areas. The elections, to be held in four phases, began on October 8 and will end on October 16. The first phase on Monday saw a voter turnout of 8.3% in the Kashmir Valley, while more than 65% of the electorate voted in the Jammu and Ladakh divisions. Two main regional parties, the National Conference and the Peoples Democratic Party, have boycotted the polls. Earlier, separatists asked people to observe a shutdown in the areas going to polls in second phase in what they called “sham elections”. An organisation representing 32 separatist groups has launched a campaign against the elections. Army officials say India has deployed additional troops and equipment to provide extra security during the elections. The political atmosphere is heating up for the state assembly elections in Kashmir which are to be held on four different dates beginning September 7. Police are having to cope with a rising number of demonstrations. In the Maisuma area in the Kashmir capital, Srinagar, police used tear gas and fired in the air to disperse a crowd of women activists. Eight people were injured in the clash. At the same time, the Hurriyat conference, the umbrella organisation of 32 separatist groups launched its anti-election campaign. The Hurriyat chairman Omar Farooq along with other leaders, was out on the campaign trail. He was warmly received by supporters, shouting anti-election slogans. The Hurriyat conference is urging people to boycott the forthcoming assembly election, wanting nothing less than independence from India. Separatist guerrillas have been fighting Indian soldiers in Kashmir since 1989 in their quest to make the Muslim-majority state independent. Wide of protesters running for cover as police charge STORYLINE: Kashmir's first election since a wave of deadly protest swept through the disputed region was likely to result in a deadlocked legislature, officials said on Sunday, sparking a scramble to form a new coalition government. Election workers tallied the results as government forces patrolled the streets in combat gear, but early returns indicated that no single party won enough seats to control the new state government, a local election officer said. The creation of the new state government marks the end of nearly six months of federal rule in India's only Muslim-majority state. Separatists had urged residents to protest and boycott the vote, saying the election would only strengthen India's hold on the Himalayan region. Anti-India sentiment runs deep in Kashmir, where most people favour either independence or a merger with Pakistan. Kashmir is divided between India and Pakistan and claimed by both. But instead, voting was largely peaceful, with a higher-than-expected turnout of more than 60 percent, though there were scattered anti-India protests throughout. The elections, which began on November 17 and ended on Wednesday, were held in seven phases. The staggered balloting allowed the government to deploy thousands of security forces in each area in a bid to prevent the deadly violence sparked by elections in 2002 and thwart separatist attempts to enforce the boycott. The results pointed toward a deadlock between the National Conference party and the People's Democratic Party, which both have pro-India stances. The rival parties are unlikely to team up and form a coalition, so the key may lie with the Congress party. Even before the final results were in, National Conference party officials said they planned to approach Congress to discuss forming a new alliance, according to Omar Abdullah, the National Conference leader. Congress President Sonia Gandhi and Prime Minister Manmohan Singh were among several senior Congress leaders to visit Kashmir during the campaign season. The federal government stepped in to fill the vacuum and announced plans to hold the phased election. Separatist groups have been fighting since 1989 to end Indian rule. The uprising and a subsequent Indian crackdown have killed about 68,000 people, most of them civilians.
